BACKGROUND
Our firm is based in Lorton, VA, very near the US Army base, Fort Belvoir.
Capitol Commissioning specializes in serving the U.S. Military, Department of Defense,
homeland security, the General Services Administration and the federal government, but we also have many private customers.

The company's chairman is a 22-year-old retired army officer, who translated the start-up skills he perfected

Defining Commissioning
Historically, commissioning referred to the process by which heating, ventilation and air-conditioning systems
in a building was tested and balanced before an owner took possession or was accepted.
Chartered Institution of Building Services Engineers (CIBSE:s) CIBSE Commissioning Code M: Commissioning Management,
which says, "Building-services facilities and control systems should be commissioning only" and, "The contractor and client should provide sufficient time for the entire commissioning process and ensure integration into the overall program."
Today, that definition has been expanded to encompass the entire building system’s performance. The General Services Administration of the United States government defines Commissioning in this way:
Total Building Commissioning
To assure a high standard of excellence, GSA utilizes a Total Building Commissioning Process.
Total Building Commissioning is Public Building Services' (PBS) quality assurance process for new construction and facility modernization. It is the process of achieving, validating and documenting that the performance of the total building and its systems meets the owner's design intent and requirements.
All building systems today are significantly integrated; as a result, a shortcoming in one system can degrade the performance of other systems.
This can be manifested in a loss of performance, increased costs, or serious equipment deficiency.
Cx is the first step in continuous preventive maintenance.
If an equipment or system cannot be put into operation, it cannot be maintained.
Commissioning Learning Events
Our CEO routinely gives educational presentations on various aspects of commissioning. He has presented to owners, contractors, architects, engineers, universities, and for non-profit organizations.
Some of our sessions have been approved by the USGBC for LEED continuing education credits.
We have presented at multiple learning series events for the USGBC Hampton Roads Chapter, the Engineering Unplugged event sponsored by Old Dominion University.
Capitol Commissioning's View
At Capitol Commissioning, we view commissioning as an integrated quality control process that can literally be applied
on all systems. The simplified terms for the process are:
- Define and verify the owner's needs - What does the owner need the system to do, accomplish, etc.
- Verify the design at runtime and post-design to ensure that the system meets the previously defined ownership requirements.
- Verify and witness the construction process to ensure that the installed system will meet the previously defined design and the owner's needs.
- Develop test procedures to document and verify that the final product meets the build quality, design intent,
defined design and the owner's needs.
- Finally, document the process in a way that an outsider can follow and understand the process and feel reassured that the end product meets the defined owner need.
Many people use retro and re-commissioning interchangeably. We look at the two differently.
We see "retro" as going backwards, so deploying your systems according to a standard or design set in the past
would be what we consider retro-commissioning. We consider retro-commissioning as taking a previously commissioned system
and reintroduce it to a newer updated standard or design.
What is re-commissioning?
Generally speaking, re-commissioning is a further execution of the commissioning process. The overarching purpose of the process
can be summarized by the general statements below:
- What to you / the owner / operator need the system to do or accomplish your desired outcome?
- Does the system still accomplish your desired outcome? How is the systemoperating currently?
- Does it do so as efficiently as it should, are their observable problems?
- Verify via testing if the system meets your expectations by verifying the various modes and expected responses
- Document your results and compare to your expectations and determine if modifications are needed and repeat as necessary
Reasons for Re-commissioning
There are many reasons to perform re-commissioning, the below list are only the most common reasons:
- Verification of peace of mind - Some systems are critical to operations and it is recommended that they are tested regularly
to ensure proper functioning, this will hopefully find any newly acquired bugs during
testing and not during a crisis situation - Changes in use - In the ever-changing world, building use can change over time, this can greatly
affect building operation because the designer usually bases system functions on a previously documented operation.
Examples are:
Transition between 24/7 and partial use, increased or decreased staffing, and increased or decreased workload. - Noticeable operational problems - Overtime systems and some of their components may deteriorate and eventually be noted
a noticeable lack of functionality or efficiency
How to Re-commissioning
Depending on the reason for resuming it, some changes to the original process may be needed.
For our projects, we usually provide the original blank forms that are used when commissioning your project,
if you choose to resume a system or subsystem on your own as part of your maintenance routines, you can use
these forms as your starting point. We also offer these services and can quickly help you get your building up to speed.
You may need to adjust the forms or format depending on your reason and objectives. Before you begin the resume it is highly recommended that you first set your goals, a measure of success is needed to ensure that your purpose is understood by all and provide a way to verify success.

The timeline above shows the general evolution of the commissioning process as applied to building systems, there are also general milestones within the process that need to be completed before moving on to the next stage.
Static tests are performed upon installation, these would include electrical conductor testing, duct and piping leakage tests, and visual inspection of installation, etc
Once static tests have been performed and verified, permanent power can be connected. When power supply is performed, pre-start procedures and the manufacturer's representative performs a start-up of the newly installed item.
Once power and take-off have been verified, dynamic tests are performed. Dynamic tests would include water and air balancing, electrical system testing, load bank testing, etc.
All these items are verified and some are witnessed by the commissioning authority. The commissioning team that includes representatives from all contractors, the owner and the commissioning authority uses pre-functional testing checklist forms created by the commissioning authority to verify the completion of these items.
Once all pre-functional checklists are completed, the contracting authority performs its back checks and the process moves to functional testing.
Each system is tested individually and then together as one large integrated system.

Mr Green has held roles as main contractor, control contractor, design engineer, project manager, energy auditor, quality control manager and client. He has extensive experience in building automation, design, commissioning and start-up.
He has also worked on a number of projects involving knowledge of state and local contracting procedures.
His industry experience spans over 18 years. Mr. Green has taught several LEED and commissioning courses for universities, engineering firms, architects and clients.

PROJECT SPOTLIGHT

CCI was contracted by Clark Construction to commission Ft Meade - East Campus Building 2 (ECB2).
The new structure, the 844,000 sqft Secure Gov't Building,
includes Data Centers, Commercial Kitchen and Servery, Retail, and other amenities for the building occupants.
Under the contract CCI commissioned all HVAC, Electrical, Fire Alarm, Mass Notification, Security, SCADA, and Mission Critical Systems Commissioning.
The project also commissioned an extensive generator plant with 28, ~3MW generators that parallel and power the entire campus.
The generators are served by a 270K gallon, diesel fuel system which was also commissioned.

AEGIS ASHORE MISSILE DEFENSE FACILITY, ROMANIA.
CCI was contracted by Kellogg Brown & Root (KBR) to commission the facilities required to support Europe's first
land-based ballistic missile defence system at Romania's Deveselu Air Base.
The Aegis Ashore Missile Defense System, located on a 269-acre site, makes a significant contribution to the protection of NATO's
european territories, including Romania. This will be the world's first operational Aegis Ashore installation, which is a land-based
variant of the Navy's on-board Aegis Air and Ballistic Missile Defense System.
Under this contract, KBR relocated a four-story radar deck housing structure from the east coast of the United States to Romania.
In Romania, KBR will build all the various facilities and infrastructure required to support the Aegis Ashore weapon system including roads, support buildings, communications, security and utilities. CCI ordered all these facilities, which include
17 structures on this newly built marine facility.

In April of 2012, the Capitol Commissioning CEO and Chairman attended the annual ACG Commissioning Convention in Las Vegas, NV .
At the convention, our CEO accepted an award for his longtime service to the ACG Energy Management Committee.
The Committee created a new program, guideline, and test for the ACG's new Energy Management Professional certification.
The certification seminar and test were offered for the first time at the convention in April.
The new certification is the next step above and beyond the standard CEM and focuses on the more practical application of energy management.

Defining Commissioning
Historically, commissioning referred to the process by which heating, ventilation and air-conditioning systems air conditioning systems of a building were tested and balanced before an owner took possession or was accepted.
The Chartered Institution of Building Services Engineers' (CIBSE's) CIBSE Commissioning Code M: Commissioning Management, which states, 'Building-services facilities and control systems should be commissioning only? and, 'The contractor and client should allow sufficient time for the whole commissioning process and ensure integration into the overall program.
Today, that definition has been expanded to encompass the entire building system’s performance. The General Services Administration of the United States government defines Commissioning in this way:
Total Building Commissioning
To assure a high standard of excellence, GSA utilizes a Total Building Commissioning Process.
Total Building Commissioning is Public Building Services' (PBS) quality assurance process for new construction and facility modernization. It is the process of achieving, validating and documenting that the performance of the total building and its systems meets the owner's design intent and requirements.
All building systems today are significantly integrated; as a result, a shortcoming in one system can degrade the performance of other systems.
This can be manifested in a loss of performance, increased costs, or serious equipment deficiency.
Cx is the first step in continuous preventive maintenance.
If an equipment or system cannot be put into operation, it cannot be maintained.
Commissioning Learning Events
Our CEO routinely gives educational presentations on various aspects of commissioning. He has presented to owners, contractors, architects, engineers, universities, and for non-profit organizations.
Some of our sessions have been approved by the USGBC for LEED continuing education credits.
We have presented at multiple learning series events for the USGBC Hampton Roads Chapter, the Engineering Unplugged event sponsored by Old Dominion University.
Capitol Commissioning's View
At Capitol Commissioning, we look at commissioning as an integrated quality control process that can literally be applied to any system. The simplistic terms of the process are:
- Define and verify the owner's needs - What does the owner need the system to do, accomplish, etc.
- Verify the design at runtime and post-design to ensure that the system meets the previously defined ownership requirements.
- Verify and witness the construction process to ensure that the installed system will meet the previously defined design and the owner's needs.
- Develop test procedures to document and verify that the final product meets the build quality, design intent, defined design and owner's needs.
- Finally, document the process in a way that an outsider can follow and understand the process and feel reassured that the end product meets the defined owner need.
Many people use retro and re-commissioning interchangeably. We look at the two differently.
We see "retro" as going backwards, so commissioning your systems to a standard or design set in the past would be what we consider retro-commissioning. We consider retro-commissioning as taking a previously commissioned system and re-commissioning it to a newer updated standard or design.
What is re-commissioning?
In general re-commissioning is a furthered execution of the commissioning process. The overriding purpose of the process can be summarized with the generic statements below:
- What to you / the owner / operator need the system to do or accomplish your desired outcome?
- Does the system still accomplish your desired outcome? How is the systemoperating currently?
- Does it do so as efficiently as it should, are their observable problems?
- Verify via testing if the system meets your expectations by verifying the different modes and expected responses Document your results and compare with your expectations and determine if changes are needed and repeat if necessary
Reasons for Re-commissioning
There are many reasons to perform re-commissioning, the below list are only the most common reasons:
- Peace-of-mind verification – Some systems are critical to operations and it is recommended that they periodically are tested to ensure correct operation, this will hopefully find any newly acquired bugs during testing and not during a crisis situation
- Changes in use – In the ever changing world building use can change overtime, this can greatly affect building operation as the designer typically bases system functions on a previously documented operation. Examples are: Conversion between 24/7 and partial use, increased or decreased personnel, and increased or decreased loads.

Transition between 24/7 and partial use, increased or decreased staffing, and increased or decreased workload. - Noticeable Operational Issues – Overtime systems and some of their components can degrade and eventually a noticeable lack of functionality or efficiency is noted
How to Re-commissioning
Depending on the reason for resuming it, some changes to the original process may be needed.
For our projects we typically provide the original blank forms utilized in commissioning your project, if you elect to recommission a system or sub system on your own as part of your maintenance practices, you can utilize these forms as your starting point. We also offer these services and can quickly help you run your building through its paces.
You may need to adjust the forms or format depending on your reason and goals. Prior to any recommissioning effort it is strongly recommended that you first establish your goals, a metric for success is needed to ensure your purpose is understood by all and provide a means of verifying success.

The timeline above shows the general evolution of the commissioning process as applied to building systems, there are also general milestones within the process that need to be completed before moving on to the next stage.
Static tests are performed upon installation, these would include electrical conductor testing, duct and piping leakage tests, and visual inspection of installation, etc
Once static tests have been performed and verified, permanent power can be connected. When power supply is performed, pre-start procedures and the manufacturer's representative performs a start-up of the newly installed item.
Once power and take-off have been verified, dynamic tests are performed. Dynamic tests would include water and air balancing, electrical system testing, load bank testing, etc.
All these items are verified and some are witnessed by the commissioning authority. The commissioning team that includes representatives from all contractors, the owner and the commissioning authority uses pre-functional testing checklist forms created by the commissioning authority to verify the completion of these items.
Once all pre-functional checklists are completed, the contracting authority performs its back checks and the process moves to functional testing.
Each system is tested individually and then together as one large integrated system.

Project spotlight

CCI was contracted by Clark Construction to commission Ft Meade - East Campus Building 2 (ECB2).
The new construction, the 844,000 sqft Secure Gov't Building, includes data centers, commercial kitchens and dining, retail, and other amenities for the building's occupants.
Under the contract CCI commissioned all HVAC, Electrical, Fire Alarm, Mass Notification, Security, SCADA, and Mission Critical Systems Commissioning.
The project also commissioned an extensive generator plant with 28, ~3MW generators that parallel and power the entire campus.
The generators are served by a 270K gallon, diesel fuel system which was also commissioned.

Aegis Ashore Missile Defense Facility, Romania.
CCI was contracted by Kellogg Brown & Root (KBR) to commission the facilities necessary to support Europe’s first land-based ballistic missile defense system at Romania’s Deveselu Air Base.
The Aegis Ashore Missile Defense System, located on a 269-acre site, makes a substantial contribution to provide protection for NATO European territories, including Romania. This will be the world’s first operational Aegis Ashore installation, which is a land-based variant of the Navy’s shipboard Aegis Air and Ballistic Missile Defense System.
Under this contract, KBR relocated a four-story radar deck housing structure from the east coast of the United States to Romania.
In Romania, KBR will build all the various facilities and infrastructure required to support the Aegis Ashore weapon system including roads, support buildings, communications, security and utilities. CCI ordered all of these facilities, which include 17 structures at this newly built naval facility.

In April of 2012, the Capitol Commissioning CEO and Chairman attended the annual ACG Commissioning Convention in Las Vegas, NV .
At the convention, our CEO accepted an award for his longtime service to the ACG Energy Management Committee.
The Committee created a new program, guideline, and test for the ACG's new Energy Management Professional certification.
The certification seminar and test were offered for the first time at the convention in April.
The new certification is the next step above and beyond the standard CEM and focuses on the more practical application of energy management.

Defining Commissioning
Historically, commissioning referred to the process by which heating, ventilation and air-conditioning systems
in a building was tested and balanced before an owner took possession or was accepted.
Chartered Institution of Building Services Engineers (CIBSE:s) CIBSE Commissioning Code M: Commissioning Management,
which says, "Building-services facilities and control systems should be commissioning only" and, "The contractor and client should provide sufficient time for the entire commissioning process and ensure integration into the overall program."
Today, that definition has been expanded to encompass the entire building system’s performance. The General Services Administration of the United States government defines Commissioning in this way:
Total Building Commissioning
To assure a high standard of excellence, GSA utilizes a Total Building Commissioning Process.
Total Building Commissioning is Public Building Services' (PBS) quality assurance process for new construction and facility modernization. It is the process of achieving, validating and documenting that the performance of the total building and its systems meets the owner's design intent and requirements.
All building systems today are significantly integrated; as a result, a shortcoming in one system can degrade the performance of other systems.
This can be manifested in a loss of performance, increased costs, or serious equipment deficiency.
Cx is the first step in continuous preventive maintenance.
If an equipment or system cannot be put into operation, it cannot be maintained.
Commissioning Learning Events
Our CEO routinely gives educational presentations on various aspects of commissioning. He has presented to owners, contractors, architects, engineers, universities, and for non-profit organizations.
Some of our sessions have been approved by the USGBC for LEED continuing education credits.
We have presented at multiple learning series events for the USGBC Hampton Roads Chapter, the Engineering Unplugged event sponsored by Old Dominion University.
Capitol Commissioning's View
At Capitol Commissioning, we view commissioning as an integrated quality control process that can literally be applied
on all systems. The simplified terms for the process are:
- Define and verify the owner's needs - What does the owner need the system to do, accomplish, etc.
- Verify the design at runtime and post-design to ensure that the system meets the previously defined ownership requirements.
- Verify and witness the construction process to ensure that the installed system will meet the previously defined design and the owner's needs.
- Develop test procedures to document and verify that the final product meets the build quality, design intent,
defined design and the owner's needs.
- Finally, document the process in a way that an outsider can follow and understand the process and feel reassured that the end product meets the defined owner need.
Many people use retro and re-commissioning interchangeably. We look at the two differently.
We see "retro" as going backwards, so deploying your systems according to a standard or design set in the past
would be what we consider retro-commissioning. We consider retro-commissioning as taking a previously commissioned system
and reintroduce it to a newer updated standard or design.
What is re-commissioning?
Generally speaking, re-commissioning is a further execution of the commissioning process. The overarching purpose of the process
can be summarized by the general statements below:
- What to you / the owner / operator need the system to do or accomplish your desired outcome?
- Does the system still accomplish your desired outcome? How is the systemoperating currently?
- Does it do so as efficiently as it should, are their observable problems?
- Verify via testing if the system meets your expectations by verifying the various modes and expected responses
- Document your results and compare to your expectations and determine if modifications are needed and repeat as necessary
Reasons for Re-commissioning
There are many reasons to perform re-commissioning, the below list are only the most common reasons:
- Verification of peace of mind - Some systems are critical to operations and it is recommended that they are tested regularly
to ensure proper functioning, this will hopefully find any newly acquired bugs during
testing and not during a crisis situation - Changes in use - In the ever-changing world, building use can change over time, this can greatly
affect building operation because the designer usually bases system functions on a previously documented operation.
Examples are:
Transition between 24/7 and partial use, increased or decreased staffing, and increased or decreased workload. - Noticeable operational problems - Overtime systems and some of their components may deteriorate and eventually be noted
a noticeable lack of functionality or efficiency
How to Re-commissioning
Depending on the reason for resuming it, some changes to the original process may be needed.
For our projects, we usually provide the original blank forms that are used when commissioning your project,
if you choose to resume a system or subsystem on your own as part of your maintenance routines, you can use
these forms as your starting point. We also offer these services and can quickly help you get your building up to speed.
You may need to adjust the forms or format depending on your reason and objectives. Before you begin the resume it is highly recommended that you first set your goals, a measure of success is needed to ensure that your purpose is understood by all and provide a way to verify success.

The timeline above shows the general evolution of the commissioning process as applied to building systems, there are also general milestones within the process that need to be completed before moving on to the next stage.
Static tests are performed upon installation, these would include electrical conductor testing, duct and piping leakage tests, and visual inspection of installation, etc
Once static tests have been performed and verified, permanent power can be connected. When power supply is performed, pre-start procedures and the manufacturer's representative performs a start-up of the newly installed item.
Once power and take-off have been verified, dynamic tests are performed. Dynamic tests would include water and air balancing, electrical system testing, load bank testing, etc.
All these items are verified and some are witnessed by the commissioning authority. The commissioning team that includes representatives from all contractors, the owner and the commissioning authority uses pre-functional testing checklist forms created by the commissioning authority to verify the completion of these items.
Once all pre-functional checklists are completed, the contracting authority performs its back checks and the process moves to functional testing.
Each system is tested individually and then together as one large integrated system.

Project spotlight

CCI was contracted by Clark Construction to commission Ft Meade - East Campus Building 2 (ECB2).
The new structure, the 844,000 sqft Secure Gov't Building,
includes Data Centers, Commercial Kitchen and Servery, Retail, and other amenities for the building occupants.
Under the contract CCI commissioned all HVAC, Electrical, Fire Alarm, Mass Notification, Security, SCADA, and Mission Critical Systems Commissioning.
The project also commissioned an extensive generator plant with 28, ~3MW generators that parallel and power the entire campus.
The generators are served by a 270K gallon, diesel fuel system which was also commissioned.

Aegis Ashore Missile Defense Facility, Romania.
CCI was contracted by Kellogg Brown & Root (KBR) to commission the facilities required to support Europe's first
land-based ballistic missile defence system at Romania's Deveselu Air Base.
The Aegis Ashore Missile Defense System, located on a 269-acre site, makes a significant contribution to the protection of NATO's
european territories, including Romania. This will be the world's first operational Aegis Ashore installation, which is a land-based
variant of the Navy's on-board Aegis Air and Ballistic Missile Defense System.
Under this contract, KBR relocated a four-story radar deck housing structure from the east coast of the United States to Romania.
In Romania, KBR will build all the various facilities and infrastructure required to support the Aegis Ashore weapon system including roads, support buildings, communications, security and utilities. CCI ordered all these facilities, which include
17 structures on this newly built marine facility.

Awards
In April of 2012, the Capitol Commissioning CEO and Chairman attended the annual ACG Commissioning Convention in Las Vegas, NV .
At the convention, our CEO accepted an award for his longtime service to the ACG Energy Management Committee.
The Committee created a new program, guideline, and test for the ACG's new Energy Management Professional certification.
The certification seminar and test were offered for the first time at the convention in April.
The new certification is the next step above and beyond the standard CEM and focuses on the more practical application of energy management.
